Rita Harcrow

Director of the Office of HIV/AIDS Housing US Department of Housing and Urban Development

As Director, Rita provides leadership and vision for a federal office and authorized program dedicated to serving the housing needs of low-income Persons Living with HIV/AIDS and their families, including oversight for all aspects of the Housing Opportunities for Persons with AIDS (HOPWA) program, developing HUD policy on any national issues that arise related to HIV housing, and preparing budget annually for a $375 million national program. Under my oversight, the Office of HIV/AIDS Housing funds 141 states and jurisdictions with formula grant funding, 81 renewal grants to nonprots and local governments, and 7 competitive demonstration project grants. In addition to working with these grantees and more than 1,000 sub-awardee project sponsors, I communicate the policy positions and goals of the program at congressional briefings in transition team and HUD leadership brings, and through stakeholder and advocate communications.
